Estonia entry details and exceptions

Unvaccinated travelers are not allowed to enter Estonia. This entry restrictions do not apply to Estonian citizens, permanent residents, diplomats, essential workers, transiting residents, special permit holders, students in Estonia, parent, child, or spouse of nationals or residents of Estonia and travelers granted an exemption.

COVID-19 testing requirements
Test type

Unvaccinated visitors from South Africa must present a negative RT-PCR (NAAT) or Antigen (quick-test) test taken 72 for RT-PCR (NAAT) and 48 Antigen (quick-test) hours before departing to Estonia.

Fully vaccinated visitors with approved vaccination certificates do not need to present a negative COVID-19 test.

Details and exceptions
Travelers with proof of COVID-19 vaccination and no more than 1 year has passed since its completion are exempted from this requirement.
Quarantine requirements

Unvaccinated visitors from South Africa will need to quarantine for 10 days upon entering Estonia.

Fully vaccinated visitors with approved vaccination certificates do not need to quarantine.

Details and exceptions
Unvaccinated travelers are required to quarantine for 10 days on arrival. Unvaccinated travelers can shorten quarantine on arrival by taking an additional COVID-19 test on arrival and on day 6 of quarantine. Travelers to Estonia for work or study can not shorten their quarantine time.
These requirements do not apply to travelers who have recovered from COVID-19 and no more than 6 months have passed since they have been declared cured, travelers with valid proof of COVID-19 vaccination and no more than 1 year has passed since its completion, travelers staying in Estonia for up to 24 hours on the condition they have valid proof of negative COVID-19 test and travelers who cross the border between Estonia and Latvia at least twice a week for essential purposes.

Health Declaration Form

All passengers arriving in Estonia must submit a health declaration form a maximum of 72 hours before their arrival in Estonia. Travelers should keep the confirmation e-mail after completing it electronically or print it out before traveling.

COVID Certificate for public activity

Travelers over the age of 18 must have a valid COVID Certificate to enter most public establishments. The certificate will prove the traveler has been vaccinated, has recovered from COVID-19, or has tested negative. <p>Anyone who has been vaccinated abroad can prove they have been vaccinated by presenting a vaccine passport, a copy of the passport, or an officially verified excerpt from a database in a foreign country. The document must be in the Latin or Cyrillic alphabet and in Estonian, Russian, or English and must contain the following information such as the disease against which the individual was vaccinated, the date of immunization, the brand name of the vaccine, the number of doses administered and Information on the certificate issuer (i.e. the CDC).</p>

COVID-19 testing requirements
Test type

Travellers returning from Estonia must present a negative RT-PCR (NAAT) test taken 72 hours before departure to South Africa.

Details and exceptions
traveler with no proof of a negative COVID-19 test result will be required to do an antigen test on arrival at his or her own cost and if positive for COVID-19, he or she will be required to isolate at their own cost, for a period of 10 days.
Children under the age of 5 are exempt from presenting a COVID-19 test.
Quarantine requirements

Visitors returning from Estonia are not required to quarantine upon entering South Africa.

Details and exceptions
Travelers who display any COVID-19–related symptoms must be tested on arrival. In the event that the result of the COVID-19 test is positive, they will be required to quarantine for 10 days. The cost of testing and quarantine will be on the travelers' expense.
