We highly recommend having insurance before renting a vehicle at LTO. Your MasterCard or Visa may have some coverage for your travel, but they can be limited to economy class or small cars. That means there's no protection if you rent a luxury model or a large van. Confirm from your credit provider what the policy holds. Luckily, some car rental suppliers sell collision coverage damage to their clients even if you are coming from the US. Excess insurance is a big plus as it protects you better than the average coverage.
If you have reached 25 years of age and have a valid driving permit, you are qualified to rent any car at LTO. There's a slight possibility of booking a car rental at Loreto Airport and driving if you are between the ages of 21 and 24. If you get lucky, a young driver's surcharge will apply. Your additional driver is also subject to validation by the same rules.
Carry with you a national ID and passport (if you are not Mexican). Make sure you have held your DL for at least one year. Also, come with your credit card to pay the car rental deposit. Your credit card must be in your real name that appears in the booking confirmation voucher.
Car hire companies that offer shuttle or pick-up services from Loreto airport to off-airport locations include Ace, Alamo, Europcar, Hertz, and MEXRENTACAR .

Cons:
We arrived at the airport in Loreto Mexico. The rate was to be $4 per day. OK I know that we should have some insurance - but in reality we have a great deal our own insurance. But I plan to add some insurance when we get there. Insurance is not 10 or 20 dollars a day, no it is $50 per day. Not only that - but you MUST buy their insurance. Anyway we decided against, just as well the city is tiny, tiny and we walked most everywere and hired a driver for out of area trip, rented a car for 1 day to look around the different beaches. So I guess the high prices forced us to see things from a different perspective.8,0 Very Good

Pros:
Convenient, right outside the arrival door at the airport. This was the first time renting and we did it because it was cheaper than the cost of the shuttle to Villa del Palmar at the Islands, where our timeshare is. The car fit the 5 of us and the luggage. Return was easy even though no one was there for the turn in....Cons:
No one there to turn the car in when we left, just placed the keys in the box. I had to contact ALAMO customer service after i got back home to try to get a receipt from them for the final bill, which ended up being $30 more than expected, even with the mandatory third party liability. ALAMO customer service really helped and that was appreciated.10,0 Wonderful

Pros:
They had the exact car we reserved.Cons:
We paid at the counter and all prices were quoted in US dollars. When returning the car, they showed me a bill that displayed a charge of $425 in US dollars. It also showed the price in Mexican Pesos and what looked like a favorable conversion rate. When I got home and checked my credit card bill I had actually been charged $485. Very tricky practice.2,0 Poor

Pros:
We showed up in Loreto only to find out that there was not a car for us even though we had a reservation. We were one of 10 other travelers stuck in the same situation. FYI Ace, Fox and Mexcar are all the same company. Do not rent from any of them!!Cons:

Pros:
I liked that it would only have cost us $13 per day to rent a car in Mexico. But that turned out not to be the truthCons:
I didn't like that the actual rental was about $100 a day. In the end we decided not to rent the car and just took a shuttle into town. Later we found it and tell him local rental for a much better price6,8 Okay

Pros:
New VW Jetta was comfortable and cleanCons:
I had been quoted online $55.00 for 6 days. But at the rental I was told I had to take mandatory insurance that brought the charge to $285.00! I felt that was a ripoff but they would not let me have the car unless I agreed. I had no choice. If in fact this kind of insurance cost is required in Mexico, it should at least be disclosed on the website. I have a suspicion though it should not have been that expensive and I got ripped off.One location in Loreto Airport

Pros:
They charged us a daily insurance that we did not agree to and would not reverse the charge. The employee told my husband it would be $30 for the entire week for insurance, but they charged us $30 per day on top of our rental rate. Complete ripoffCons:
We were overcharged for an insurance plan that we did not agree to6,8 Okay
